CPSC eFiling: What Should Buyers Check Before Shipping?
CPSC eFiling now applies to imports requiring certificates. Check product details, testing records and importer responsibilities before shipment.

Market: U.S. Federal | Checked: September 10, 2026 | Status: In effect since July 8, 2026 (FTZ entries: January 8, 2027)
If you import promotional items subject to safety rules, coordinate certificate details with your importer of record before shipping. The U.S. Consumer Product Safety Commission (CPSC) now requires electronic certificate filing (eFiling) via customs entry systems.
Scope and Timing
Mandatory eFiling applies to imported consumer goods subject to CPSC safety regulations and certificate requirements, as detailed in the CPSC News Release on Mandatory eFiling. Not every promotional product requires a certificate. Domestic goods manufactured inside the United States do not eFile, and items outside CPSC certificate rules do not either. While the import mandate took effect July 8, 2026, entries into Foreign Trade Zones (FTZ) take effect January 8, 2027. Buyers should also verify product-specific testing exemptions: adult apparel flammability exemptions must not be treated like children's product rules.
Information to Align Before Dispatch
Certificates—whether a Children’s Product Certificate (CPC) supported by third-party testing or a General Certificate of Conformity (GCC) for regulated adult products—rely on matching documentation to the physical cargo. As outlined in the CPSC Business Guidance on Certificates and CPSC eFiling FAQ, buyers can ask suppliers and importers to reconcile basic data points before factory release:
Product identity matching purchase orders and cartons (item number, model, or description).
Applicable CPSC safety rules.
Importer of record and records custodian details.
Date and place of manufacture.
Test date and testing laboratory.
Buyer Recommendations
Check rules early: Confirm whether an item requires a GCC or CPC, or qualifies for an exemption.
Coordinate with the importer: Clarify who handles the entry filing well before cargo departs.
Review documentation matches: Check that product markings correspond with certificate details and invoices.
Recheck specification changes: If raw materials, coatings, or factories change, ask whether fresh testing is needed.
