If you are planning custom boxes, bags, or event packaging for California, review environmental claims and arrow graphics before printing. Although enforcement of California’s Senate Bill 343 (SB 343) is currently paused by a court injunction, buyers should verify evidence for each packaging component rather than printing unverified recyclability claims.

Legal Status and Enforcement Dates

As published by the California Department of Resources Recycling and Recovery on CalRecycle Recycling Labels Guidance, a federal court issued a preliminary injunction on July 14, 2026 halting enforcement of SB 343. The state’s original manufacturing cutoff of October 4, 2026 cannot currently be treated as an unqualified enforceable deadline. However, the law has not been repealed, CalRecycle continues administrative preparations, and the injunction does not provide blanket permission for misleading environmental claims.

Resin Codes and Component Evidence

A common pitfall in promotional packaging is confusing plastic resin codes with recyclability claims. Under StopWaste’s resin identification code guide, a resin identification code (a number inside a solid-line triangle) identifies the base polymer, not recyclability. Furthermore, supplier raw material data alone does not demonstrate that an item is collected and processed in local recycling programs. Displaying chasing arrows or affirmative recyclability text represents a marketing claim that requires factual support.

Buyer Recommendations

  • Evaluate each component separately: Distinguish between separate packaging parts (such as corrugated boxes versus foam inserts) instead of applying a single recyclability claim across an entire gift set.

  • Request supplier material records: Ask packaging converters for material specifications, while recognizing that material sheets alone do not verify community collection or processing.

  • Review arrow graphics: Check artwork plates to confirm whether graphics represent resin identification or affirmative claims of recyclability.

  • Check CalRecycle updates before printing: Review current litigation and administrative status with CalRecycle before authorizing large packaging print runs for California distribution.
