California Textile PFAS: What to Check for 2027 Orders

California textile PFAS limits tighten in 2027. Check total organic fluorine results, intentional use and supplier documents before ordering event apparel.

Market: California, U.S. | Checked: September 11, 2026 | Status: 100 ppm total organic fluorine limit active; 50 ppm threshold effective January 1, 2027

When placing orders for promotional apparel, caps, or fabric accessories destined for California, verify that production specifications reflect the upcoming 2027 threshold. California law restricts per- and polyfluoroalkyl substances (PFAS) in covered textiles, and the state's total organic fluorine limit decreases on January 1, 2027.

Dual Standard and the 2027 Threshold Adjustment

California's textile restrictions, cited under Health and Safety Code sections 108970 and 108971 and analyzed in the California Legislative Analysis of SB 682, represent an existing legal requirement rather than a new 2026 statute. The law prohibits intentionally added PFAS in regulated textiles and sets a total organic fluorine limit: 100 parts per million (ppm) since January 1, 2025, dropping to 50 ppm on January 1, 2027. Total organic fluorine is an analytical screening metric, which differs from identifying or quantifying specific PFAS compounds. The 50 ppm threshold does not permit intentional addition of PFAS up to that level. Product scope and specific exceptions require confirmation.

Evidence for 2027 Deliveries

Historical testing or generic verbal statements cannot be assumed to support future deliveries. Rather than assuming every production run requires identical testing protocols, buyers should ask suppliers what evidence supports the specific items ordered. Consider asking fabric mills and decorators whether treatments, coatings, or specialty inks introduce fluorinated chemistry, and verify whether older records satisfied only the prior 100 ppm threshold.

The enacted AB 1817 text, HSC section 108971(c), also requires a manufacturer-signed certificate of compliance for persons offering the textile article for sale or distribution in California. Buyers should request that document alongside the supporting records for the ordered items; a material declaration or test summary should not be treated as the same document.

Buyer Recommendations

  • Clarify delivery timing: Note on purchase orders whether goods will enter California distribution during 2026 or after January 1, 2027.

  • Align threshold targets: For 2027 deliveries, ask suppliers whether the evidence supports a result below 50 ppm total organic fluorine, while separately confirming that PFAS was not intentionally added.

  • Review component treatments: Check surface finishes, water-repellent coatings, and print applications with suppliers.

  • Obtain specific documentation: Ask vendors for analytical test summaries or material declarations referencing the ordered items and current thresholds.
