For a Washington event kit, classify each item before deciding which PFAS rule applies. General apparel and accessories face a January 2027 restriction, while separate categories such as travel/recreation gear and footwear follow reporting rules. The exact product classification matters.

How Washington Categorizes Event Gear

Under Washington’s Safer Products cycle 1.5 rules adopted on November 20, 2025, restrictions on intentionally added PFAS in apparel and accessories take effect on January 1, 2027. Ecology’s compliance guidance explains that restrictions are based on manufacture date, with allowances for existing stock; buyers should check the actual manufacture date rather than treating delivery in 2027 as the only test. However, footwear and travel or recreation gear are classified as separate reporting categories; manufacturers must track covered products containing intentionally added PFAS from January 1, 2026, with first annual submissions due January 31, 2027. Apparel intended for extreme and extended use also follows a distinct reporting path rather than the general apparel sales ban, as detailed in the Washington Safer Products Program overview and the Washington Ecology Chapter 173-337 WAC publication.

Practical Sourcing Checks for Event Kits

Instead of treating an entire event collection as one category, consider these practical review steps:

  • Classify each SKU separately: Separate garments, headwear, footwear, and carrying bags. Do not assume tote bags or duffels follow the same restrictions as rain jackets.

  • Inquire about water-repellent finishes: Ask fabric mills and finishing vendors whether weather-resistant treatments or coatings contain intentionally added PFAS.

  • Clarify distribution and reporting roles: Confirm whether goods enter Washington commerce and establish which party in the commercial chain handles statutory state reporting per Washington Ecology compliance and reporting guidance.

  • Archive item-specific declarations: Retain signed supplier material statements tied to specific part numbers and seasonal purchase orders.
