EU Textile EPR: Start With the Destination Country
EU textile EPR is developing through national schemes. Split apparel order data by destination instead of assuming one EU-wide fee or registration.

Market: European Union | Checked: October 2, 2026 | Status: Directive in force (October 16, 2025); national transposition underway
Buyers ordering promotional clothing for multi-country European campaigns cannot rely on a single, uniform textile fee. Extended producer responsibility (EPR) for textiles depends on destination-specific laws and domestic registration systems that differ across European Union member states.
The Revised Directive and National Transposition Timelines
The revised Waste Framework Directive entered into force on October 16, 2025. The European Commission set a 20-month window for member states to transpose the directive and 30 months to establish operational EPR schemes for textiles and footwear (see the European Commission news on the revised Waste Framework Directive and the European Commission overview of the Waste Framework Directive). This European framework does not provide a single centralized fee schedule or unified registration portal. Existing national programs continue to operate independently while newer schemes develop.
Why Order Splitting by Destination Is Essential
Because producer definitions, product classifications, and reporting obligations vary by jurisdiction, a single EU-wide order total may not provide the detail needed to assess local obligations. Importers and brand owners should keep country-specific product breakdowns and check what each applicable national scheme requires.
Procurement Recommendations for Multi-Market Apparel
Itemize apparel purchase orders by destination country, recording exact unit counts, net weights, and fiber compositions.
Ask the client’s local entity or importer of record to confirm who carries registered producer responsibility in each market.
Keep current domestic compliance obligations separate from future statutory deadlines under the revised directive.
Keep textile and packaging information distinguishable, and check the applicable reporting requirements for each.
